CPTED Alberta was created Founder Beatson John saw need for Crime Prevention Through Environmental Design (CPTED) after spending over three decades as a police officer as well as time in the military and security industry. John realized that for the first 26 years of his police career he had spent almost all his time responding to calls from people in distress as crime was happening or had already happened. Then in 2014 that all changed When he realized crime and disorder could be prevented or reduced significantly through CPTED
Kellie Lau

Kellie Lau is a Registered Professional Planner with the Alberta Professional Planners Institute and has been a case manager with the Land and Property Rights Tribunal (formerly the Municipal Government Board) for 17 years. She graduated from the University of Alberta with a BSc – specialization in Environmental Earth Sciences. She started her planning career as a planning technician and then planning officer at rural municipality. After appearing before the Municipal Government Board and local Subdivision and Development Appeal Board numerous times she moved to the Municipal Government Board as the subdivision case manager. Her focus at the Land and Property Rights Tribunal is subdivision and development appeals – she has case managed more than 1000 appeals. In addition to managing the subdivision, development, Off-Site Levy and section 619 appeal processes, Kellie is involved with training of Land and Property Rights Tribunal members in planning matters and appeal processes as well as training municipal Subdivision and Development Appeal Board members and clerks for the province.
Peter Casurella

Peter Casurella is the Executive Director of the SouthGrow Regional Initiative, which is an economic development alliance of 30 communities in south-central Alberta. Casurella is passionate about helping to make the world around him a better place and has consequently chosen an educational and career path that has kept this goal at the centre. Peter grew up in the small town of Didsbury and attended a rural school. After graduation he secured three post-secondary degrees from both the University of Lethbridge and McMaster University in Hamilton, Ontario.
In his spare time, Peter enjoys spending time with his family, renovating and woodworking. His personal motto is ‘always improve’. Casurella is also very passionate about regional collaboration and has spent the past six years building collaborative projects that deliver big results for regions The work is hard, but rewarding, and his experience positions him authoritatively to talk about what can be achieved when regions work together to achieve economic development projects.
Nicole Paggett

Nicole Paggett is a Contract Coordinator at The Inspections Group Inc., where she is dedicated to providing Safety Codes Services across Alberta. With sixteen years of experience in the Safety Codes industry, Nicole actively supports various stakeholder groups through development, advocacy, and education. She works closely with Municipalities to improve understanding of the municipal government sector, aiming to promote transparency, accountability, and education around Safety Codes while bridging the gap between development and the Safety Codes system. Nicole’s dedication extends beyond her role; she also serves on the Board of Directors for the Alberta Onsite Wastewater Management Association, where she is currently Vice President. In this position, she leads initiatives to enhance education and awareness within the onsite industry, both locally and provincially.

Jeff Lamb is the Director of Planning Systems at Esri Canada. He is passionate about data and the power it has for positive change in organizations and society. Jeff cares about making a difference every day and applying data and analytics to real-world problems. Jeff and his team are working to deploy the first Community Planning Map of Canada.
Jeff brings over two decades of experience in the Geospatial industry, driven by a deep interest in cartography and data. His professional journey is characterized by utilizing data and analytics for both societal and organizational benefit. Skilled in simplifying complex technical subjects for broader understanding, Jeff effectively bridges the gap between intricate data concepts and practical application. His consulting work spans diverse sectors, including municipal government, natural resources, and telecommunications, primarily in North America. Additionally, Jeff hosts the “Pathfinders” podcast, aimed at increasing GIS (Geographic Information Systems) awareness by featuring stories of accomplished industry professionals who are keen on sharing their knowledge and contributing to the community.
Theo Charette

Theo Charette is a registered Professional Biologist (P.Biol.), a Qualified Aquatic Environmental Specialist (QAES) as defined in the Water Act, an Authenticating Wetland Professional under the Alberta Wetland Policy, and a co-founder of CPP Environmental. He oversees water-related technical assessments in support of regulatory applications, construction activity, reclamation plans, state of the watershed reports, and special scientific projects. He has 20+ years of experience in water quality science, aquatic ecosystems, watershed management planning, water policy, mine reclamation, and working in multi-stakeholder environments. Théo has project managed, supervised, and participated in numerous multi-disciplinary projects, including State of Watershed Reports, Water Management Plans, ElA reviews, EPEA and Water Act Approval formulation, construction monitoring, reclamation planning, land use planning, aquatics reclamation and scientific studies. Dedicated to innovation, Théo continues to develop leading approaches in his work.
Jeneane Grundberg

Jeneane Grundberg, KC, ICD.D brings unparalleled experience to her practice in the areas of municipal, planning and administrative law.
With more than 120 reported decisions on multiple aspects of municipal, planning and administrative law at all levels of the Alberta Courts, Jeneane leads legal teams on complex litigation as well as policy and bylaw development. Her work has been recognized as having important precedential value, helping inform future court decisions and municipal actions; she is often a consultant to the provincial government on planning and development matters.
Jeneane takes a strong client-focused approach to her practice, with clients that include municipalities, provincial departments, and subdivision and development appeal boards.
A fifth generation Albertan, Jeneane was born in Edmonton, and grew up in Edmonton and Camrose. She attended the University of Alberta, graduating with a Bachelor of Arts degree in political science and psychology in 1985, and a Bachelor of Laws degree (LL.B.) in 1988.
Marny Paul

Marny Paul is a Calgary-based Partner with Brownlee LLP and is part of the firm’s Municipal Law Group. Marny’s practice primarily focuses on assisting Municipalities with corporate commercial matters such as preparing and negotiating commercial agreements and providing advice and counsel to Municipalities on all matters relating to development agreements, including infrastructure management, servicing and cost recovery strategies.
Marny also provides guidance respecting the management of public lands such as roads, reserve parcels and cemeteries and she regularly assists with structuring the disposition and acquisition of municipal assets such as land, water licenses and utility infrastructure.
Marny’s practice also includes providing strategic advice with respect to public-private partnership transactions ranging from social/cultural/athletic facilities to road infrastructure and public funding initiatives such as affordable housing.
Marny was born in Edmonton, Alberta, but spent the majority of her youth in Kaslo, B.C. Prior to joining the firm as an Associate in 2012, Marny was both a summer student and an articling student with the firm.
When working with Municipalities, Marny relies on both her legal knowledge and her interpersonal skills to offer practical advice and efficient solutions so that municipalities of all sizes can achieve their desired goals and maintain dynamic, energetic, growing and sustainable communities.
Jane Dauphinee

Jane Dauphinee, a recognized member of the Canadian Institute of Planners and the Alberta Professional Planners Institute, joined Municipal Planning Services (Alberta) Ltd. in 2005. She is now the principal and senior planner of Municipal Planning Services (2009) Ltd. Born in High River and raised in Okotoks and Banff Alberta, Jane is committed to making small communities viable and sustainable places to live. She holds a B.A. from the University of Western Ontario and a Masters degree in Planning from Dalhousie University. Jane’s particular strengths include: policy analysis, strategic planning, public consultation and capacity building.
Jane’s experience includes preparing and revising area structure plans, integrated community sustainability plans, watershed plans, municipal development plans, land use bylaws and inter-municipal development plans, as well as the assessment of subdivision applications. She has also provided onsite planning assistance to municipalities developing or restructuring planning and development departments.
